Wayne Child Development Center opened its doors on August 25, 2008.  In February 2009, the center received a 5 Star license from the Division of Child Development.  This license was based on the education, teacher:child ratios, and program standards of the center.  The center continues to hold a 5 Star license and in February 2012 became accredited with the Council on Accreditation (COA). 
Wayne Child Development Center is also a licensed Developmental Day center.  This license allows the center to serve children of all abilities and requires the highest standards in the state for child care centers and preschool/pre-k.  The education standards for teachers are higher, ratios for the classrooms are the lowest in the state (preschool-6:1, toddlers-5:1, infants-4:1), and the curriculum is an approved state curriculum (Creative Curriculum) that encompasses ages birth-5.

Brooke graduated from Meredith College in May of 2002 with a B.S. in Child Development and a Minor in Music.  She began teaching in the fall of 2002 at Carver Elementary in Mount Olive, NC as a More at Four Pre-K teacher.  She worked as a lateral entry teacher and in 2003 received her Birth-Kindergarten license.  In April 2007, Brooke was offered the Master Preschool Teacher position at the East Carolina University Child Development Lab.  She taught there from August 2007-December 2007.  While teaching at ECU, she was asked to move back to Goldsboro and start a new child care center that would serve children of all abilities.  She received her M.Ed. in Early Intervention and Family Support from UNC-Chapel Hill in December of 2007 and immediately began working on developing the new child care center and preschool.
Brooke has served as a trainer for Lenoir and Wayne County's Partnership for Children Annual Child Care Convention, was a member of the Wayne County Inclusion Initiative, a panel member for the Birth-Kindergarten praxis exam and served on the NC Developmental Day Programs and Services Advisory Committee.  She is an active member of the North Carolina Association of Developmental Day Directors (NCADD) and  the Local Interagency Coordinating Council.  She received the Outstanding Young Educator Award from Mount Olive Chamber of Commerce while teaching at Carver Elementary in 2003.  Brooke is also an adjunct instructor at the University of Mount Olive in the Early Childhood Department, a mentor/evaluator with the Early Educator Support, Licensure and Professional Development Unit (EESLPD) with the NC Division of Child Development and Early Education (DCDEE) and a member of the NC Child Care Commission.

Assistant Director: Heather Phillips
Heather began working with young children in 2002 as a Lead Pre-K Teacher at Little Tykes Daycare.  She received the NC Early Childhood Credentials I&II in May 2003.  She then became Assistant Director at First Baptist Daycare in 2004 and remained there until 2007.  She received her Teacher Associate Degree in Early Education in June of 2007.  In August 2007, she became a Lead Preschool Teacher at Kid Kollege.  She remained there until August 2007 when she began teaching at the Wayne Child Development Center.  Heather taught in the Pre-K classroom from August 2007-June 2009, when she became WCDC's Assistant Director.
